L'Institut international des neurodroits (INI) est un think tank indépendant fondé en 2025 à Paris. Héritier de l'idéal d'autonomie des Lumières — la capacité de chacun à penser par soi-même —, il œuvre à protéger l'intégrité cognitive des personnes face au développement des neurotechnologies et de l'intelligence artificielle.
Les neurotechnologies et l'IA ouvrent des perspectives considérables pour la santé, la connaissance et le bien-être. Mais leur développement doit s'accompagner de garde-fous à la hauteur de leur puissance — en particulier lorsqu'elles accèdent à notre cerveau, influencent notre attention ou transforment nos capacités cognitives.
Nous produisons des recommandations concrètes à destination des décideurs publics — européens et internationaux — pour que les cadres réglementaires accompagnent l'innovation tout en protégeant ce que nous avons de plus intime.
The Neurorights International Institute (INI) is an independent think tank founded in 2025 in Paris. Heir to the Enlightenment ideal of autonomy — the capacity of each person to think for themselves —, it works to protect people's cognitive integrity as neurotechnology and artificial intelligence advance.
Neurotechnology and AI open tremendous prospects for health, knowledge, and well-being. But their development must be accompanied by safeguards commensurate with their power — especially when they access our brain, influence our attention, or transform our cognitive capabilities.
We produce concrete policy recommendations for European and international decision-makers — so that regulatory frameworks support innovation while protecting what is most intimate to us.

Mais nous défendons une vision plus large : l'intégrité cognitive, qui englobe l'ensemble des menaces pesant sur le fonctionnement de notre cerveau. Notre vie mentale nous appartient : chacun doit garder le contrôle de son attention et de ses pensées.
Neurorights — mental privacy, personal identity, free will, fair access to cognitive augmentation — form the foundation of our work. But we defend a broader vision: cognitive integrity, encompassing all threats to the functioning of our brain. Our mental life belongs to us: everyone must retain control over their attention and their thoughts.

Our model relies on an independent community of volunteer experts — scholars, lawyers, neuroscientists, AI and public policy specialists — committed to the public interest.
En 2025, l'UNESCO a adopté la première Recommandation mondiale sur l'éthique des neurotechnologies. Le Conseil de l'Europe prépare un Guide interprétatif sur les droits humains et les neurotechnologies. Aux États-Unis, le MIND Act est le premier projet de loi fédéral sur le sujet.
Parallèlement, les interfaces cerveau-ordinateur passent en production de masse. Les casques et écouteurs EEG grand public se multiplient sans cadre spécifique de protection des données neurales. Et l'IA générative transforme en profondeur nos habitudes cognitives.
Ces technologies portent des promesses considérables. Mais les cadres réglementaires qui les accompagneront se dessinent maintenant. La voix de la société civile doit contribuer à les façonner.
In 2025, UNESCO adopted the first global Recommendation on the Ethics of Neurotechnology. The Council of Europe is preparing an Interpretive Guide on human rights and neurotechnology. In the United States, the MIND Act is the first federal bill on the subject.
Meanwhile, brain-computer interfaces are moving to mass production. Consumer EEG headsets and earbuds are proliferating without any specific framework for neural data protection. And generative AI is profoundly transforming our cognitive habits.
These technologies carry tremendous promise. But the regulatory frameworks that will govern them are being shaped now. Civil society's voice must help shape them.
